Módulo de cartografía de los puestos de comando de las Alas Aéreas de la Fuerza Aérea del Perú

Abstract

En la Fuerza Aérea, cuando se conducen operaciones aéreas se realiza a través de los Puestos de Comando de las Alas Aéreas según la zona territorial donde se estas estén llevando a cabo. Estos Puestos de Comando regionales tienen una infraestructura que permiten al Comandante y a su Estado Mayor, planear, conducir y ejecutar estas operaciones que se derivan del misionamiento asignado ya sea por el Comando de Operaciones (COMOP) durante época de paz en tareas de preparación de la fuerza, así como también en tiempos de guerra o de estados de emergencia, cuando el Ala Aérea pasa a ser Componente Aéreo de un Comando Operacional en el cual sus tareas o misionamiento son operaciones aéreas para guerra convencional o asimétrica, este último, como lo que acontece actualmente en la zona del VRAEM, lugar donde se viene desarrollando una lucha permanente contra la OT-SL presente en la zona. Sin embargo, más allá de la coyuntura en la que se desarrollen las operaciones aéreas (tiempo de paz o de guerra) las instalaciones e infraestructura en las que el personal militar de la Fuerza Aérea desarrolla su labor son las mismas, es más, podemos afirmar que puede resultar hasta imprudente contar con instalaciones o infraestructura necesarias recién cuando entremos a un estado de guerra convencional y no haberla tenido en épocas de paz, en el desarrollo del entrenamiento y preparación de la fuerza. En este contexto es que se detectó una necesidad latente en estos Puestos de Comando, que quizás en tiempos de paz pueda ser imperceptible o incluso innecesaria, sin embargo en tiempos críticos podrían resultar altamente necesarios; y esta apreciación se fundamenta en la realidad que se vive en el Comando Especial del VRAEM (CE-VRAEM) donde se viven operaciones diariamente y la demanda por tener información registrada, organizada, integrada y visualizada en un ambiente geoespacial resulta altamente imprescindible para el planeamiento y conducción de las operaciones, pues el Comandante al tomar decisiones operativas donde intervienen factores como el Espacio, el Tiempo y Fuerza a emplear, mientras más clara y precisa sea la información que alberga estos factores, su conciencia situacional del problema o el objetivo a conseguir, decalará en decisiones con una alta probabilidad de acierto y éxito. Es así que el presente Informe de Experiencia Profesional propone un Estudio Técnico para la Implementación de Módulos de Cartografía en los Puestos de Comando de las Alas Aéreas de la Fuerza Aérea, incluyendo en el Puesto de Comando Central (PC-FAP) por el nivel de coordinación que tienen en las tareas de preparación y apoyo al desarrollo nacional y SINAGERD en época de paz. Este Estudio Técnico, recoge las herramientas cartográficas más adecuadas para brindar un soporte óptimo en el manejo de información geoespacial, las cuales registraría, organizaría e integraría en favor de las operaciones aéreas tanto para tareas de entrenamiento, apoyo al desarrollo nacional y al SINAGERD como para operaciones aéreas en una guerra convencional o asimétrica, como ya se mencionó, recogiendo la experiencia y realidad operacional que se vive en la zona del VRAEM, que es actualmente el referente operativo más importante que ha tenido el país en las últimas décadas.

However, beyond the conjuncture in which the air operations are carried out (peace or war time), the facilities and infrastructure in which the military personnel of the Air Force carry out their work are the same, what's more, we can affirm that it may even be imprudent to have facilities or infrastructure necessary when we enter a state of conventional warfare and have not had it in times of peace, in the development of training and preparation of force. In this context, a latent need was detected in these Command Posts, that perhaps in times of peace may be imperceptible or even unnecessary, however in critical times they could be highly necessary; and this assessment is based on the reality that exists in the Special Command of VRAEM (CE-VRAEM) where daily operations are lived and the demand for having registered, organized, integrated and visualized information in a geospatial environment is highly essential for planning and conducting operations, as the Commander in making operational decisions where factors such as space, time and strength to use, the more clear and precise is the information that houses these factors, situational awareness of the problem or the goal to achieve , will decide on decisions with a high probability of success and success. Thus, this Professional Experience Report proposes a Technical Study for the Implementation of Cartographic Modules in the Command Posts of the Air Forces of the Air Force, including in the Central Command Post (PC-FAP) by the level of coordination they have in the tasks of preparation and support for national development and SINAGERD in times of peace. This Technical Study collects the most appropriate cartographic tools to provide optimal support in the management of geospatial information, which would register, organize and integrate in favor of air operations for training tasks, support for national development and SINAGERD as well as for air operations in a conventional or asymmetric war, as already mentioned, gathering the experience and operational reality that exists in the VRAEM area, which is currently the most important operational reference the country has had in recent decades
